Dual-use goods
Authorization for the export of dual-use goods
In addition to the general export authorization of the Union, an individual export authorization can also be requested from the ministry, which means an authorization issued to a specific exporter for one end user or recipient in a third country, covering one or more types of dual-use goods. Intermediaries and persons providing technical assistance for dual-use goods can apply for an individual authorization in the event of an intended activity. However, exporters can also apply for a global authorization under special conditions and in compliance with the control system. Based on the use of any authorization for dual-use goods, it is necessary to report after a partially or fully completed transaction. More detailed information and forms for issuing an authorization for the export of dual-use goods are available on the MGRT website.
International import certificate for dual-use goods
The international import certificate confirms that the importer has undertaken to import the specified goods into the Republic of Slovenia or that it will not redirect or re-export them elsewhere without the authorization of the competent authority of the Republic of Slovenia. More detailed information and forms for issuing an import certificate for dual-use goods are available on the MGRT website.
Certificate of delivery of dual-use goods
Whenever, after the import of dual-use goods, the country that issued the export authorization requires confirmation that the goods have been delivered to the end user in Slovenia, the ministry may issue such a certificate to the importer on the basis of an application, based on a confirmatory verification by the customs authorities. More detailed information and a request for the issuance of a certificate of delivery of dual-use goods are available on the MGRT website.
Restrictive measures for dual-use goods
The Republic of Slovenia introduces or implements restrictive measures (sanctions) in accordance with legal acts and decisions adopted within the framework of the United Nations, the European Union or other international organizations, with the aim of establishing or maintaining international peace and security, ensuring respect for human rights and fundamental freedoms, developing or strengthening democracy and the rule of law, and other objectives consistent with international law. Some restrictive measures also relate to dual-use goods in the broader sense of the definition regarding their use and apply to the destination countries Iran, North Korea, Syria, Russia, Belarus.
Map of countries under restrictive measures
The map (EU Sanctions Map) contains information on restrictive measures adopted by the European Union – either for the transfer of measures imposed by the United Nations Security Council or independently. The map does not contain information on restrictive measures of EU member states or other restrictive measures imposed by third countries.
