“Security is not a project – it is an ecosystem: industry, state, investments”

On April 10, a professional event “From strategy to capacity: how to get Slovenian defense production back on its feet” was held, organized by GOIS – the Defense Industry Cluster of Slovenia, g.i.z. in cooperation with DOVOS, d. o. o.

The event brought together key stakeholders from the Slovenian defense and technology community and opened an important space for discussion on how strategic directions translate into industrial decisions, investments, and concrete capabilities in a time of rapidly changing geopolitical conditions.

When strategy becomes industrial reality

The discussions showed a clear direction: the defense industry today operates as an interconnected ecosystem, where:

• security and geopolitical changes
• industrial capacities and supply chains
• investment decisions and technology development
• legal, security and contractual frameworks of cooperation

The event emphasized that the key challenge of the future is precisely the transformation of strategy into feasible, repeatable and scalable industrial solutions.

Connecting industry, government and investment

One of the key conclusions of the event was that the successful development of the defense sector is based on the cooperation of all actors in the ecosystem – industry, the state, and the investment environment.

Only through coordinated action can we ensure:

• long-term resilience of the industry
• development of critical capabilities
• competitiveness in the European and NATO areas
• and efficient conversion of knowledge into industrial value

The event “From Strategy to Capacity” demonstrated strong interest and the need for further connecting industry, the state, and investors.

A clear ambition remains at the forefront: to strengthen the flow of knowledge, cooperation and information between key actors and contribute to the development of a resilient and competitive defense-industrial ecosystem in Slovenia.

The event was organized with the desire to further expand dialogue and deepen cooperation between industry, institutions and the investment environment – as only a connected ecosystem enables a true breakthrough from strategy to capabilities.
